W4VHS Venice High School Amateur Radio Club Bylaws

 

1.       Purpose

a.       To promote community-wide understanding of amateur radio communications.

b.       To promote interest and proficiency in amateur radio communications with respect to improving operating and technical skills.

c.        To conduct activities and programs to advance the general interest and welfare of amateur radio in our community.

d.       To help students learn necessary skills for obtaining an FCC license.

e.        And to have fun with Amateur Radio!

 

2.       Bylaws

a.       Proposals for amendments shall be submitted in writing at a regular membership meeting and shall be voted on at the next regular membership meeting, provided all members have been notified by either email, regular mail of the intent to do the same at said meeting.

b.       These by-laws may be amended by a three-fourths vote.

 

3.       Membership

a.       Full membership is open to licensed amateurs. Associate membership is open to all other interested persons. Full membership includes all club privileges as well as rights to hold a club office and to vote for club officers. An associate member includes all club privileges except for the right to hold office and to vote for officers.

b.       Only those members in good standing are eligible to hold voting powers in the W4VHS Amateur Radio Club.

c.        Any member may be expelled from the membership by the membership for deliberate acts of violation of the orders, rules and regulations of the Federal Communications Commission relating to Amateur Radio, or for deliberate acts in violation of these by-laws or misuse of club property.

d.       A simple majority is required to pass a motion.

e.        Any member is subject to dismissal for conduct which would cause the suspension or revocation of their amateur radio license or which would cause unfavorable concern to be reflected upon the W4VHS Amateur Radio Club and amateur radio in general. The dismissal process shall begin with the faculty sponsors contacting the individual to ascertain his intentions and comments in the matter brought forth.  Depending on the severity of the infraction, the student may be subject to a variety of consequences ranging from a warning, dismissal from W4VHS, to possible FCC legal consequences.
f.        In order to remain in good standing a member must attend at least 75% of the regularly scheduled meetings within the last two months. If a member knows they will be unable to attend a meeting they may be able to engage in an alternative activity that has been approved by the faculty sponsors.
g.       In addition to attendance, associate members must be working towards earning a license and demonstrate learning gains in order to remain in good standing.
h.       If a student participates in deliberate acts of violation of the orders, rules and regulations of the Federal Communications Commission relating to Amateur Radio, or engages in deliberate acts in violation of these by-laws or misuse of club property they will lose their good standing status.

 

4.     Officers

a.    Only full members in good standing are eligible to become an officer.

b.    To be considered  for office, full members must declare their intention to the faculty club sponsors before the annual election held in the fall of each school year.

c.    Officers will hold their position for a term of one year.

d.    All officers must maintain their status as a member in good standing otherwise a new officer can be elected at any time throughout the school year.

e.    In order to become an officer a member must be elected by a simple majority of eligible voting members.

f.    Roles and Responsibilities

i.    President:  Responsibilities include but are not limited to helping coordinate the efforts of all major committees, organize Club activities, plan and recommend contests for operating benefits, and advance Club interest and activity as approved by the Club. He/she shall maintain close liaison with other related organizations.

ii.    Vice President:  Will work with the president to help coordinate the efforts of all major committees, organize Club activities, plan and recommend contests for operating benefits, and advance Club interest and activity as approved by the Club. He/she shall maintain close liaison with other related organizations.

iii.    Additional Responsibilities:   The President and Vice Presider will also conduct research on an as needed basis regarding technical and practical applications of amateur radio and advise the club members on said research.  He/she will report to club on a weekly basis to inform members about current and upcoming band conditions, including but not limited to solar activity and its effects on the bands.  The President and Vice President will also organize other activities, such as nets, on as needed basis.

 

5.       Privileges

a.    Only members in good standing will have the privilege of checking out equipment.
b.      Members who are in good standing will have priority access to the use of W4VHS equipment.
c.    Members will only be allowed to use W4VHS equipment after they have received permission and/or supervision from a faculty sponsor.
